Hey, I'm not certain why this fixed it for me, but this seems to be a problem for many, so I'm going to post it here and if you or anyone else benefits from this, I'm glad.
First, go to the Windows search and type d3d9.dll
Second, the search should show you the file if you have it, and it'll have a "open file location" button.
Third, and this is incredibly important... COPY the file. Do not move it, do not edit it, you only want to COPY it.
Fourth, open whatever game is giving you the problem, open the files there, and replace the d3d9.dll file with the one you copied from Windows.
My ancient Grand Theft Auto San Andreas game started doing this to me after I added a mod, and it drove me nuts for months trying to fix it, and did this fix out of pure "Well nothing else had fixed it so far, and google hasn't been of any use, so I might as well try it" and somehow that fixed it. Another friend who had given up on Bandicam recording Skyrim over a year ago had the same issue, and when I mentioned it to them, the same fix worked as well.
